If you live in Southend (including the areas of Shoeburyness, Southchurch, Thorpe Bay and Westcliff) your local authority is Southend Borough Council If you live in the district of Rochford (including Barling, Foulness, Sutton and Wakering) you have two local authorities: Rochford District Council and Essex County Council
